The CNPMEM, the body building the future of French fishing

Behind every fisherman who takes to the sea, behind every vessel that leaves port, there is an institution working every day to defend, organise, and promote the French fishing industry: the National Committee for Maritime Fisheries and Marine Farming (Comité National des Pêches Maritimes et des Élevages Marins, CNPMEM).

A private-law professional body entrusted with a public service mission, the CNPMEM was created to be the representative voice of all marine professionals — fishermen and marine aquaculturists — before national, European, and international authorities. It is an institution serving the women and men who feed France.


A major industry worth defending

French fishing is an industry of considerable richness:

  • More than 11,000 fishermen who carry out their profession with high standards and pride
  • One of the largest fleets in the European Union
  • Hundreds of fishing ports that sustain France’s coastlines
  • A diversity of trades and species that reflects the richness of French seas

This is the industry that the CNPMEM represents, supports, and defends day to day.


Its mission: to represent, support, defend

For more than 50 years, the CNPMEM has been a central player in the French fisheries sector. It works alongside fishermen, marine aquaculturists, regional committees, and producer organisations to:

  • Represent the profession before public authorities, in France, in Europe, and on the international stage
  • Take part in developing the rules for managing resources and maritime space
  • Promote marine trades and seafood to the general public
  • Support innovation, sustainability, and resilience in the fishing and aquaculture industries.

A network rooted in every maritime territory

The CNPMEM does not work alone from Paris. It relies on a dense network of regional fisheries committees present along the entire French coastline, from the North to the Mediterranean, by way of the Atlantic and the overseas territories. This territorial network allows the CNPMEM to stay as close as possible to the realities on the ground and the concrete needs of professionals.


Concrete actions for the industry

The CNPMEM works on every front affecting marine professionals:

  • Management of fishery resources: negotiating fishing quotas at the European level
  • Regulation: taking part in developing the rules that govern fishing
  • Support for professionals: assistance with administrative and financial procedures (such as fuel subsidies)
  • Communication: raising public awareness of the realities of the fishing profession
  • Training: promoting marine trades to attract young people to the industry

EURONOR, a committed player in the industry

As a deep-sea shipowner based in Boulogne-sur-Mer, EURONOR is fully part of the ecosystem that the CNPMEM represents and defends. We share the conviction that French fishing needs strong institutions to make its voice heard and to secure its future in the face of regulatory and environmental challenges. EURONOR actively contributes to the work carried out within several commissions, such as the Fleet & Quotas Commission and the Eastern Channel – North Sea Commission.
